VNOC was created by the Virginia Department of Education, in collaboration with the Virginia Department of Health, and the Partnership for People with Disabilities at Virginia Commonwealth University.

Purpose: To provide consultant services directly to Virginia school divisions and state operated programs to promote and enhance educational services for children who are deaf and hard of hearing including staff development training for school/program personnel as needed.

VNOC professionals have expertise in one or more of the following areas as they relate to children who are deaf or hard of hearing.

  • Amplification needs;
  • Assessment;
  • Behavior interventions;
  • Communication methodologies (American Sign Language, Cued Speech, Listening and Spoken Language, Other Sign Language Systems);
  • Instructional strategies;
  • Meeting the needs of students with listening devices including cochlear implants; and,
  • Sign language proficiency and educational interpreting.
